Holiday Park Foundation Project

As of 10/07/2006 the Boards of UTE and ANTEL, referred to our institution, a draft statute for the creation of a Foundation Holiday Park, in order to meet our opinion.

The opinion of the APF, was released through the document that follows, which was approved by Extraordinary General Assembly on 12/08/2006.


GENERAL ON THE PROPOSED CREATION OF THE FOUNDATION FOR HOLIDAY PARK OFFICIALS UTE - ANTEL, PROPOSED BY THE BOARDS OF BOTH COMPANIES TO OUR FACILITY.

1) The Association for Promotion of Officers Holiday Park UTE and ANTEL, hereafter APF, agrees with the strategic objective by the boards of UTE and ANTEL, regarding to achieve self-sustainability, Holiday Park, maintaining social the colony resort has fulfilled since 1947, allowing officials of both companies and their families to continue enjoying the park, its vacation.

Nevertheless, all social work, involves some allowance or expenses from the point of view, which later becomes profit from the social point of view, to be understood as an investment in people.

The APF believes that it would be desirable that the park is maintained without the benefit of both companies, or at least with the lowest subsidy, which will demand the application of maximum efforts to achieve efficient management .


2) understand the vital importance to maintain the character of "Cologne Holiday" , as opposed to the concept of "hotel". 3) The APF understands and accepts that to achieve the strategic objective, we must take action to achieve simultaneously, two immediate objectives: Increase revenue and lower costs.

3.1. Increased revenues, in turn, to achieve this goal shall be two types of actions: Provide park services to the market and take a clear pricing policy.

3.1.1. offer services to market : The APF believes that it is possible to provide park services in low season, to an audience outside the scope of UTE and ANTEL. This offer is a clear competition with the hotel market, therefore it is necessary to adapt the legal and fiscal Holiday Park.

4.2. History of the APF : On the Pro - Works, born in the first hour of the Park, May 18, 1948, is composed always, by officials who have worked in the services of Electric Power ( Today UTE) and the Telephone Services (now ANTEL).

Through the APF, these officials have worked with the Park, not just working hours when the building itself but also with the purchase of materials and even with the donation of land which today is part of the capital's housing Park.

The APF brings together thousands of workers, who have never made a difference between them belong to one or another company and working together with one common goal: the Holiday Park.

In recent years, APF has had a clear role in the defense of the park, when it was questioned in the press "as a luxury" that could not afford public officials.

Our institution has also provided economic studies, Legal and Production Sector, in order to demonstrate the economic viability of the colony resort.

4.3. Our proposal: It is clear that the Holiday Park is a condominium owned by two companies (present UTE and ANTEL). This point is clearly demonstrated in the report on the legal nature of the Park, performed by the renowned lawyer Dr. Carlos Del Piazzo, a charge of APF and is known to both directories.

For these reasons the APF understand and feel that the Holiday Park is a holiday colony officials UTE and ANTEL, owned by both companies equally . urge the Boards of both companies to manage the park, taking into account this fundamental historical principle .

Both companies have equal rights and responsibilities to the Park and this should be clearly reflected in the administration shared the same. Therefore, the new Board should be composed of equal numbers of representatives of UTE and ANTEL, rotated the positions of highest authority between the two companies (President, Vice-Secretary General and Treasurer).

4.3.1. Workers' representation :
With the new Government also began a new style of communication between workers, employers and government, as perhaps not seen before in Uruguay. We welcome this new style of government, which allows for greater employee participation in the responsibilities of government.

Given that the main objective of the Holiday Park is to provide a benefit to workers UTE and ANTEL, understand appropriate to secure the commitment of these , through a representative on the new Board of Directors.

Just as trade associations, and SUTEL AUTE, representing workers in terms their union rights (salary, career functional, etc.) APF is the representative of the employees of both companies simultaneously, as regards their rights to the Holiday Park.

the foregoing in relation to the commitment of our institution with the Park, we understand that the representative of workers in the new Board should be proposed by the APF, with the ratification of both groups (AUTE and SUTEL).

In short, our proposal is that the new Board of Directors is composed as follows:
- Three representatives appointed by the Board of UTE.
- Three representatives appointed by the Board of ANTEL.
- A representative of the employees of both companies, appointed by the Directors of the APF and ratified by the directives and SUTEL AUTE.
- A trustee appointed under the conditions established in the draft Statute.

The offices of President, Vice-Secretary General and Treasurer, should be rotating among the four representatives of UTE and ANTEL.


5) About Production Sector:
The APF, adheres to the spirit expressed in article 3 º b) of the draft Statute of the Foundation as to maintain current production areas, farm, garden , dairy, nursery, poultry and pigs.

About Us (History of the APF)


Yesterday Commission today A ssociation P ro F omentum Holiday Park, APF, is an institution social, non-profit and aims to promote, maintain and improve facilities and services of our resort colony. This is accomplished with the invaluable contribution of the social body affiliated to it.

Founded on May 18, 1948, the first initiative of attendees staying at the Park, the old state agency officials, U resins and T ELEPHONE of E tate, now converted into two companies: UTE and ANTEL.

The APF has legal personality and its statutes have been adapted over time. It is directed by a Steering Committee composed of seven members who are elected every three years by the social mass.

are also elected members of the Fiscal and Electoral Commissions. Members of these three committees, along with their deputies and members of the Public Relations Unit, meet regularly to discuss matters concerning the running of the institution.

All eligible charges are an honorary being rented only staff working in the administrative office of Montevideo (three), legal and financial advisors (a lawyer and an accountant) and our promoter in the Park.

Through the years, the APF has been effective for the park was known for active and retired officers scattered throughout the country, giving them personal assistance, which is then invested in the park through construction and services.

APF also has developed an intense political activity in defense of the park, at a time when it was threatened the very existence of the colony resort, to talk about privatizing it.
